from what i have been reading, you need to install it on the other account as well according to Microsoft's topic about sharing Windows 8.1 apps with multiple users.

it works fine for Windows 8.1.. my friend's PC was 8.1 and it worked fine.. download it and attempt to install it and it should work fine. :)

try using Bit defender adware removal, it's really effective and has removed adware from a couple of my friends PC's when they had adware. I highly recommend it.
