Running the batch allowed SFC to finish. Ran it, ran DISM, rebooted. Ran SFC again, ran DISM again. Same story both times: SFC finds no issues, and DISM reports as stated in my previous post. Tried rebooting multiple times in a row. It seems it alternates between booting correctly and 2) (see OP).
