I am try to change the background color and accent color. I used to be able to go to "settings", then ""change PC settings" and it would have an option for "personalization". The only way I found to get to that was search for "accent".

The News app came with Windows when I installed it and didn't have to use the store. This is why I am avoiding using the store to reinstall it.

But I am trying to avoid creating a Microsoft account. I just want one local account that is administrator that has the news app installed.

If I have an administrator local account, and the new user has the news app, could I make the new user an admin, delete the first user, then change the name back to what the first name was?

I created a new user and it created the apps and the news app was installed. But when I log in with my account as administrator its not there.

Do you think If I create a new user it will install it back. Then I can delete that user?

I choose a green theme. When Windows boots up it says welcome and my profile picture and the background is a deep purple or blue. Then it changes to green or whatever color I chose. Is there a way to fix this?

I upgraded to Windows 8.1 through the Windows updates. Does it download somewhere on my computer so I can save the file if i need to reinstall later? I looked and can't find it. If I ever need to reinstall Windows would I install Version 8.0 from the disc I purchased and then install updates?
