Brand new problem. My PC is lagging and freezing and whenever I look to the task manager I see the same: DISK 100% or higher than 90... ( Screenshot by Lightshot ) If anyone know how to fix this, please tell me. Any information will be useful. Thanks!

Is this a freshly installed OS?Maybe Windows is still "setting" things up,compressing and indexing is always disk intensive.Do you have "search"and "indexing" features enabled?
If not, have you scanned your system with at least two different AV's?

We need to pinpoint, what exactly under the process "system" is using your disk.It could be the Windows search feature, searching over and over a corrupt file for example.
Would you feel comfortable disabling the search service, via control panel, administrative tools, services, double click on search, stop the service and setting it to disabled?

Try superfetch service, see how the system behaves, you can always revert to its default or previous state, you get the idea, try any suspicious service, try disabling system restore, its not easy finding the culprit.Do you have any 3rd party backup application installed?
While at it,give Malwarebytes a shot, keep it to assist the inbuilt Defender.

System restore is easy to enable-disable,this PC, (or whatever you have it to) ,properties, system protection, highlight drives and configure.
The point is,you might have more issues than the high disk usage when you are stating that you cant open the defragmentation GUI,sounds more like a system corruption, you might need to perform a repair install.Have you been "messing" with services before, got any "windows tweaker" application installed?

Last time you reduced your "disk usage' to 50%,which process was it,which have you tried since then?Help me help you!
Download processexplorer ,install it,put your cursor on the columns, right click, select columns,go to process I/O tab, check everything related to reads and writes, upload snippet, lets see who is using what and how much!
