Solved Windows restart takes too long

Hi guys,
I hope you can help me with my problem. I don't know why but suddenly booting to Win 8.1 takes too long. I don't know if its related to my attempt to install Linux on my 2nd HDD (just wanted to try it) but it's driving me crazy.
I've tried everything i know and everything i have found on forums but no luck.
I was using "Restart Time" tweak just to show you how long it takes to completely restart. It's insane. Even after it's finished, I have problems with my sound and my wireless USB mouse and keyboard.

The things I've tried try to fix it:

1. Disabled all Startup Programs
2. Restore point before Linux thing
3. Reinstall Graphics drivers
4. Reinstall Sound drivers
5. Bios default settings
6. Reset CMOS
7. Reinstall BIOS
8. Fresh Windows installation on different HDD
(the main HDD was unplluged)

After all this things I've tried, the problem is still there. Is it hardware, is it software, I'm lost. I'll appreciate any advice. Thank you.

Did you add the 2nd HD specifically to run Linux?
If so, disconnect it and see what happens.

No, i haven't even finished the installation. I gave up. While I was doing that the main HDD with Win 8.1 was not connected. The Linux HDD is disconnected now but the problem is still there.
I was running a memtest86+and stress test with no errors. Tried another CPU...no luck. Tried to disconnect the USB and audio...no luck. Disconnected Graphics card...no luck.
Please, is there anything else I can try because I'm running out of ideas.

Network problems? Try unplugging the Ethernet cable then boot, see how long it takes?

Disconnect everything except mouse, keyboard and display then test.

I've fixed it, finally. The problem was WiFi drivers. After uninstall/install, boot time is back to normal.
