It seems this happens mainly when I leavy the laptop idle for some time.

Sometimes this can be waited out, and it returns back to normal after a while. Sometimes, however, I have to resort to rebooting.

I don't know if that's relevant, but I actually have done some weird stuff with this system. Namely I changes permissions of file C:\Windows\WinStore\WSHost.exe, since I wanted to disallow downloading Windows Store apps. The current permissions are:
  • For all application packages: allow read&execute, deny write
  • For system, admins and trusted installer: allow full control
  • For users: deny read&execute

Any ideas how to fix this?

If one of those is running (actually doing something on the CPU), then check your Scheduled Tasks and see which one / ones is / ar executing at the time.

Host process for Windows tasks consuming a whole kernel again (this time it's taskhost.exe).

All running tasks shows following three tasks: (Task name / Started / Run duration / Current action / Task folder)

Cache task
UnavailableUnavailableWininet Cache task object\Microsoft\Windows\Wininet
MsCtfMonitor
UnavailableUnavailableMsCtfMonitor task handler\Microsoft\Windows\TextServicesFramework
SystemSoundsServiceUnavailableUnavailableMicrosoft PlaySoundService Class\Microsoft\Windows\Multimedia

This time it returned to normal itself. And this list of running tasks persisted even after taskhost.exe had stopped consuming 50% cpu.

UPDATE:

Running tasks on another account checked while Host process for Windows tasks was consuming a whole cpu kernel.

Cache task
UnavailableUnavailableWininet Cache task object\Microsoft\Windows\Wininet
CreateObjectTaskUnavailableUnavailableShell Create Object Task Delegate\Microsoft\Windows\Shell
MsCtfMonitor
UnavailableUnavailableMsCtfMonitor task handler\Microsoft\Windows\TextServicesFramework
SystemSoundsServiceUnavailableUnavailableMicrosoft PlaySoundService Class\Microsoft\Windows\Multimedia

And yet another time:

Cache task
UnavailableUnavailableWininet Cache task object\Microsoft\Windows\Wininet
CreateObjectTaskUnavailableUnavailableShell Create Object Task Delegate\Microsoft\Windows\Shell
FamilySafetyRefreshUnavailableUnavailableFamilySafety.WebSync\Microsoft\Windows\Shell
MsCtfMonitor
UnavailableUnavailableMsCtfMonitor task handler\Microsoft\Windows\TextServicesFramework
SystemSoundsServiceUnavailableUnavailableMicrosoft PlaySoundService Class\Microsoft\Windows\Multimedia

I am sorry, I forgot to check if Host process for Windows tasks actually was taskhost.exe or taskhostex.exe in either of these times.

And yes, there is Microsoft Family Safety enabled on some of the accounts.

Also I start suspecting that for some reason, sometimes the Internet slows down horribly while Host process for Windows tasks behaves in this bizarre way.

As cluberti said, you can disable them in Scheduled Tasks, I always delete them.

Start - Run - Taskschd.msc

\Microsoft\Windows\Multimedia - SystemSoundsService
\Microsoft\Windows\TextServicesFramework - MsCtfMonitor
\Microsoft\Windows\Wininet - CacheTask

I am sorry for being resistant to heed this advice, but...

Well. First, I can't see how can these three tasks be responsible for those slowdowns, since they seem to be always running, and the slowdowns occur only occasionally. Maybe I'm wrong.

Second, these are system tasks. I read that SystemSoundsService is responsible for system sounds , and CacheTask has something to do with Internet caching. I mean I will disable them if I have to, but I'm afraid of running into some unexpected problems in the future... Problems I won't be even able to connect with meddling with some System Tasks...

Don't get me wrong, I've just heard that one simply cannot chop the system of it's elements without risking problems...
