Solved Very unusual problem when opening info windows in windows

In 25 years of computing I have never encountered what I'm encountering currently with Windows 8.1. It's even difficult to explain it, but I'll try. One example: I go to Control Panel, click on "Sound", the window opens, and as it's displaying the info, everything scrolls up and vanishes. If I right click on a file then select Properties, then Details, the same thing happens. Does this make any sense to anyone? I made a screen capture video of these events and the video can be downloaded from the file sharing site "Box". Did you try without that start menu modifying program ?

Thanks for the hint - I never gave that a thought. I believe the issue was a recent Windows update that caused the problem. The modifying program, StartIsBack made an update and once I installed the update everything seems fine. I greatly appreciate your help. Maybe others are having the same problem and will see this post.

Glad it worked, windows seems to be a bit "twitchy" when something modifies it's normal operation.

Problem still not solved

Well, I thought the problem was solved but I discovered that after you do a reboot it comes right back. I contacted the program's creator and he has no answer saying I need an "exorcist" or antivirus program. Well, I don't know of any exorcists and I do have Norton Antivirus so I'm stumped. If anyone has any additional information they can offer I'd greatly appreciate it. I can be emailed directly at johnhmon22fx@comcast.net as well.

If there's no problem without StartIsBack, than it's clear where the fault is so you'll have to prioritize. There are other programs for Start menu, try them.

Still no luck

I also tried Classic Shell and it does the same thing which leads me to believe there's something in Windows itself that doesn't like being modified. Don't know what that is so I'm hoping someone does and can assist. Thanks for you reply!

Just installed Start8 - does exactly the same thing. Clearly some conflict with Windows. Don't know what, obviously. Maybe there's some Microsoft programmer out there who will see this thread and be able to advise. I'm completely stumped!

I'm afraid they (MS) will go to lengths to dissuade user to use third party programs for that.

Same problem with no modified start menu

I just removed the modified start menu and Windows is doing the same thing so I don't know what's next. If anyone has encountered this problem and/or knows how to fix it, please advise. Many thanks!

Quite a problem you had there. You might end up doing a reinstall if this continues. Hope you can get it resolved somehow.

    This is a custom made build PC that I put together. It may be low on the spec sheet but its decent enough to run a few games.
Problem appears to be solved

Well, after racking my brain over this, I finally wound up installing and running the program "Malwarebytes".
I'm not exactly sure what it found or did but it looks like there was some king of malware that was effecting the "explorer.exe" file, thus causing the problem. I believe this to be true because I've been using the computer for hours now, as well as restarting it several times, (with the modified start menu in place) and am not having any issues.
So I'll keep my fingers crossed but I think the problem is gone. Thanks to all who responded!
