    Frame Showing When Resizing a Window [BUG]

    Whenever i resize file explorer window a colored frame shows up, i never had seen this bug before, normally i would just drag the explorer window and it would respond to where i drag it. but now this annoying frame shows up before i could resize or drag it.

ok long story short I had problems with 8.1 and my favorite game The Secret World. I rolled back to Win 8 64bit I have 2 games that need net frame 1.1 to run Sid Meiers Pirates Dungeons & Dragons Online both of which are kinda old favorites of mine.
