Slow at opening programs and browser.

When I open Microsoft word, Mozilla Firefox, Photoshop pretty much almost all the programs that I open.
I use a HP Pavilion 20 All In One Desktop
No I don't have 2 antiviruses working just in case

PS- Kinda stutters browsing and using the programs.

Try turning off the AV. See if it smooths out.

If It Is Really Buging You Can Just Do A "Clean Install" Of Windows!
You should be able to "Reset" It In Your System Settings Instead Of Having To Illegally or Buy A new one!
Remember to Backup All Important Files!

I second that thought too. What operating system ? Check what is running and also at startup. Some programs can be turned off when not in use, disable startup items.

Use disk cleanup, defrag or trim.

Best as a last resort. Reset you mean in windows 8.1 ?

How much ram do you have? You can speed up Firefox loading dramatically running FF Portable from a Ramdisk. Here's how:

Edit: rather than save the ramdisk image on shutdown I found it much better to discard it. When you want to install AddOns to FF Portable run it from the HD. The next time you load up the Ramdisk it will have the new AddOn available.
