Want CPU speed to always stay at maximum frequency?

What software (besides high performance mode in windows control panel) can lock the CPU at it's highest frequency?
My CPU is Intel Celeron Quad Core 2.00Ghz
but it has a "burst" frequency up to 2.41Ghz (similar to turbo boost) and I would like it to stay at it's highest frequency since I have no worries about overheating
(never goes above 42* C at full load)
The problem is the speed constantly changes between 2.00Ghz 2.03Ghz 2.07Ghz (and so on ect... in between 2.00Ghz and 2.41Ghz) And my browser speed constantly goes up and down webpages stalling and going fast causing stuttering so I wonder what software can remedy this little problem?

Or if there is some kind of overclocking software that would do something similar to locking the frequency?
Tried all kinds of FSB-related tools but nada so far.

you need to disable Intel speed step and C1E in the BIOS.

Unpark your Core's as well and change your Power-Profile to "High Performance".

You can unpark them via that tool here (my upload): Click

Should be packed with WinRAR-5.

Also assign manual the multiplyer for your cores and BCLK Frequency in your BIOS.

Tried but my bios can only change date and time and a couple hard drive boot order options. Where is such option for intel speed step and C1E? I dug through my bios for hours finding no such options :(
Throttlestop gave me unsupported/unrecognized CPU and it closed without letting me do anything
and the unpark core app doesnt show anything in when i search registry nothing to unpark or even see listed.

In some MB, the intel speed step is called EIST. Some low end MB will not have C1E feature, so you are stuck.

Just open "run" in start, type in "regedit", go to 2 places :

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\intelppm]
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Processor]

change in both places variable "Start" value from 3 to 4 and restart pc. That will make run your cpu at full speed all the time. You will have some warning triangles in device manager near cpu cores, but thats ok, that what we did - completely disabled cpu speed control. It is safe procedure, i am also using this tweak.

Your CPU has burst technology and not Turbo boost, that may be the reason your CPU is not supported by Throttlestop.

This isn't a problem that is going to be caused by your cpu throttling up and down. We have lots of Core2Duo's at work that fluctuate from 800Mhz and 2.4Ghz and these things run smooth as butter with web pages The ability to scale up and down the CPU happens instantly.

Trying the registry fix will report back on reboot if it works!

Edit: back and now my CPU was always at 1.99Ghz instead of 2.41ghz so i reverted back the change now sometimes it idles at 2.0Ghz and under a small load above 9% it goes somewhere up to 2.41Ghz but i want it to always stay at 2.41Ghz without having to run a CPU load program all the time? is there some way to make a program similar to system idle process but that keeps it at 100% without an actual large CPU load? like very very low CPU time? i know it would work but would be silly running constantly just to keep it at 2.41Ghz instead of 2.00Ghz

so is there a software or bios option that will let me always keep the Intel Burst Frequency technology feature enabled to 2.41Ghz 100% of the time? i have no overheating issues that i can see whether gaming or general tasks

what about for intel celeron n2840? i got same problem, as i don't want this burst frequency anymore, it's going to destroy my pc i fear
