at what percent do i need to defrag on my windows 8?

Usually around 10%, but you can defrag/TRIM as needed or wanted though.

If you like, you can use the included "Optimize Drives" tool to analyze the drive to see if it says the drive needs to be optimized.

Windows 8 does weekly defragging right out of the box. If you open the "defragment and optimize drives" in control panel it will show you what it is doing. I don't have one, but I think that SSDs do (should) not get defragged.

No worries. By default, Windows 8/8.1 will automatically only TRIM SSDs and defrag HDDs.

I cannot remember the last time I ran a defrag.

Same here, not since after XP, I have (most of the time ) 3HDDs and one SSD, pushing terabytes of files thru them monthly, automatic defrag disabled and none of disks are fragmented more than 1%, specially since Win8 was installed, although I'm also running Win7 as dual boot. In some cases, some fragmentation is even desirable. MS Office and some database programs reserve some space that 3rd party defrag programs see as fragmented but that helps them to expand file continuously and so speed writing process up. Because of that (believe it or not) defraging with 3rd party programs can even slow some operations down.

I would only run the built-in defragger manually so that I can monitor what it's doing and stop it when it goes into its free space consolidation derp mode.
