CPU 100% when idling. Goes down when task manager is open

CPU running at 100% and at high temps and when i open task manager it quickly drops. It goes up again as soon as i close it.
This may be a driver issue or a virus.
I have browsed through the igfxupdate.exe virus thread and i don't have any of those files in my sys32 folder and disabling search indexer does not fix it.
After trying everything in that thread i decided to just reformat and re-install windows but the same thing is happening after i boot up for the first time without anything installed.
I think this may be a driver problem.
Any help will be appreciated.
Also i don't know how to do xperf scans like they suggested in the other thread.
The picture i have uploaded is the screen cap i took as soon as i opened taskmanager. (It drops down to less than 10%)

If TM is closed where are you getting the 100% CPU and temp readings from?

Task Manager always spikes CPU when you open it. These were taken 1/2 second after opening and then a few seconds later

Yeah but temperatures keep on rising and they too drop down if i open taskmanager.
This was taken after 5 minutes of task manager staying closed.
I have opened TM since then and sure enough the temps are back to 40-50

That is wierd. Try running Process Explorer instead and see if you can see what is using the CPU as 95° is too hot. Something must be.

The simple function of opening/closing task manager will not greatly increase or reduce your CPU temps; period. With that said, you either have a real heat issue or your temp monitor is having issues in reporting accurate temps (under certain circumstances). My suggestion:

Uninstall the temp monitor program you are using
Find a different method of monitoring your temps
(many mobo manufacturers offer their own utilities to do so or see if they are available in your BIOS)

Even the temp monitor program you are using right now is showing 95-96C at the time of the snapshot and the CPU is only at 22% occupancy. Again, either those readings are not correct or you do have a heat issue.

I have opened TM since then and sure enough the temps are back to 40-50

How long is "since?" 5 minutes? 10 minutes? It doesn't take that long for a CPU to cool down.

Good luck with fixing your issue but if you dwell on the fact that opening and closing task manager is the root cause of the dramatic heat rise and decrease in temps, your issue may persist for quite sometime.

Good luck with your decision on how to procedd from here.

How about posting what this system is? The temp program shows only 1 fan running even though you have core temps in the 90s. So it's a Laptop, or the fans are out of commission or the temp program is broken?

Edit: I suggest posting Speccy screen shots.

Just a thought. To me it seems like you got some Malware that uses your Hardware for Mining of Bitcoin or equivalent coins. At least that would make sense to me from the way you describe your machines behaviour.

As I'm not sure whether such Malware works when disconnected from the internet you could just put the machine offline and reboot. See if it still behaves like now. Other than that use Process Explorer/Process Monitor (Sysinternals Tools) to see what really causes the problem.

I thought I remembered this being a bug with a previous release of Logitech SetPoint.
