Solved Windows 8.1 Shutdown from Logon Causing Reboot Failure

I do a shutdown from the Windows Logon screen which I believe is a full power off rather than a hybrid shutdown:

(The process C:\WINDOWS\system32\winlogon.exe (XXXXX) has initiated the power off of computer XXXX on behalf of user NT AUTHORITY\SYSTEM for the following reason: No title for this reason could be found
Reason Code: 0x500ff Shut-down Type: power off)

However when I restart the computer it then goes into a black screen with a pointer and never completes reboot.

The only way to fix this is to reboot again which I am guessing is using the "Hybrid Boot" profile:

"The last shutdown's success status was false. The last boot's success status was true."

This did not occur in Windows 8.

Anyone know how to diagnose the shutdown culprit?

Just some additional information while you are hopefully trying my last suggestion.

If the hybrid shutdown works, it is probably because it is using the last recorded state information from hiberfil.sys.

However, if you have updated any hardware drivers, applied any Windows Updates or programs that require a reboot or cold restart, that may be why it is hanging. BTW, have you tried a reboot and then a cold restart? Also, I hope you are not using Avast 2014 because that is causing some real boot issues at the moment.

Created shortcut as shown below, executed it and still the same issue on reboot

The event viewer for failed reboot shows:

Event ID (42) The system is entering sleep. Sleep Reason: Application API
Event ID (25) The boot menu policy was 0x1.
Event ID (27) The boot type was 0x1.
Event ID (18) There are 0x1 boot options on this system.
Event ID (1) The system has returned from a low power state.

The event viewer for the succesful reboot after the previous reboot shows:

Event ID (20) The last shutdown's success status was false. The last boot's success status was true.
Event ID (27) The boot type was 0x1.
Event ID (18) There are 0x1 boot options on this system.
Event ID (41) The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly.

This entire scenario appears to be a complete reversal from your original report:

Your first set of events is from a hybrid shutdown which you originally reported as OK but now you are saying that fails? Sorry if I'm not getting it.

Oh my, great balls of fire, I just saw you are using Avast! Right now, Avast is causing tons of boot issues. Please uninstall that and try again or see if an Avast program update is available. See here:

Removed Avast and same problem still.

Also tried end task on all user programs before shutdown but same problem.

I am wondering whether it could be graphics card driver for ATI Radeon x1950 pro?

So, I got confused when I though you might have reversed your results (see my previous post) and then I got hopeful when I thought uninstalling Avast might really fix your issue. Now, as far as the graphics card goes, I see no difference in how it would operate in either mode, unless you just tried a driver update recently. So why not try to uninstall it and boot? Nothing lost at this point I guess.

It was the driver for the ATI Radeon X1950 Pro (8.593.100.0) that is causing the problem. After uninstalling the driver completely then shutdown seems work fine and the computer reboots everytime. Shame Microsoft had to change something between Windows 8 when it was working and Windows 8.1

Well, at least you got it; eh? Hmm... if you are now using the default VGA driver, I wonder if you would have an optional driver update available via Windows Update now?

I inadvertently deleted the reserved section of my c: drive, after installing a second drive.
I am using Windows 8.1 , 64bit, i7cpu,
Now if I shut down my PC, it reboots okay, but if I used the restart option, my PC requires me to selct an operating system to load from.

I have tried sfc scannow, no errors, and have used the Dism online cleanup-image checkhealth/scanhealth/restorehealth optins, and also bootrec /fixmbr/fixboot/rebuildbcd options, and nothing has seemed to work.

When I use my Windows 8.1 disk, under the advance options, fix start-up issues, it starts to run, but tells me it ran into a problem and could not complete.

Any suggestions, aside form a complete reinstall of my operating system?
