win 8 CLID problem

i have problem with win 8 clid and windows activation
i have no permission to do any things such as diasablinh uac activate windows copy&paste and user feature in personalize pc setting is not appear ....... and at the corner of some icons in my windows was apears yellow/blue shield so i installed registry fix and same programs but .....
