RecoveryDrive Could Not Start

I've searched on Google as well as Microsoft Win8 forums and haven't found a solution for this. It is not a big deal as I use both Acronis and Symantec System Recovery to create images, but I attempted to create a Recovery Drive.

I went into Control Panel>Recovery and clicked on Create a Recovery Drive. No good, with the error message. "RecoveryDrive Could Not Start". Surprisingly enough I also couldn't get System restore to open ("error- System Restore could not start"). I'm assuming that the above 2 are somehow linked, but I haven't been able to find if some dependency should be turned on for them to operate. Note that I haven't screwed with any Windows Services if that matters.

Again, no biggy but if anyone has an idea thank you in advance.

(ps- I did enable Volume Shadow Copy, but it made no difference)
