The error and the message point to the same thing. Something on the C: partition is causing problems.

Did you run the chkdsk /R as suggested in the message? If so, did it give you any results?

Have you done anything to alter your system, such as compressing a drive or add any security type software?

Thanks - yes chkdsk/R returned 'no integral problems' - scannow same. The reason I wanted to restore the system was because suddenly my Bank webpage, through which I conduct my finances suddenly stopped allowing access via Google Chrome which I have been and it is my default browser. I called the bank and they said it was a security issue and to try access via IE - which I did and it works fine.
I thought I might have done something when carrying out tidying up* and so I tried to restore system back to the date i last accessed my bank account - that's how I arrived at the problem.
*I have been using jv16 power Tools to clear out all the garbage for 2 years and never experienced any problems before.

Try doing a system restore on "Safe Mode". That's what I do whenever I have to perform a system restore. I never had a problem.

Try running:

Dism /Online /Cleanup-Image /RestoreHealth

in elevated command prompt.
It might help.
