event viewer EVENT 14 HAL. What is it ?

Hello. I'am unable to find any information regard one entry in event viewer (eventvwr.msc) EVENT ID is 14, Source Microsoft-Windows-HAL

It stays, somethink like. system was limited to the periodic cycle due to older hardware. My hard drive with windows 8 is IDE, so it's propably it, but i want to know, what is this periodic cycle and what is that limitation ?
I was trying to find info on eventid.net but it didn't find anything. Hope somebody can put some light on that matter. I will add. That I get this entry everytime I turn on the PC.

From what i know, event ID 14 in Windows client OSes relates to I/O. Since this is not a "Warning" or "Error", it is likely just an informative stating it made some adjustments to compensate for the I/O method your hardware is using. In this case, IDE. My bet is that if you stopped using an IDE drive, you'd see this go away.

Plus, if you had real issues with HAL.dll, you'd know it. I promise.
