Hi asus,
Welcome to the forums, if you have any third party security program installed, uninstall it and see whether it helps.

Thank you Mr brummyfan.
I did not install the program on Windows. Entire drive was formatted through the Windows installation., And again made the drive to Windows. Spent three or four seconds after starting Windows, the CPU is 100% used.

hold down ctrl and alt then hit delete , select task manager , look at the processes tab and see exactly whats maxing out the cpu.(cpu usage is in the fist colomn) come back here and tell us what it is.

Hi
Thank you
I opened my task manager., But every time a program takes up CPU space.
I took out the CPU., And its silicone coolant out and put it back into place and closed the fan.
Unfortunately, we did not fix the problem. Starting with Windows 7, after three or four seconds, the CPU goes to 100 percent.

Friends.
of the software could have done anything., But the problem is not solved. Had to replace the CPU, I was already having problems.
I wonder at many sites for many users who encounter this problem. And the problem was solved but I can not fix the problem.

Could you please start the machine in Safe mode with networking and then disable the device to see if the machine runs at 100% CPU?

To do so follow this tutorial (Option 3) - http://www.eightforums.com/tutorials/2757-safe-mode-start-windows-8-a.html

Note   Note
Please Replace any reference of safe mode with Safe Mode With Networking

I notice that you are using Windows XP?

Why don't you look at the CPU column in the processes tab and sort that list to see what is using cpu?
