Search Function not working-Services (local) says STOPPING

I read a former post about this - it referenced a older post about indexing and saw this at the bottom in the form of an update
Run > services.msc > find Windows Search > right click to select properties >

When I looked at WINDOWES SEARCH here is says STOPPING and when I clicked on properties the area that appears to be where you can change this is grayed out (STAT STOPE PAUSE RESUME) cannot be clicked

It is also not working from the blue screen where I can click on Apps/Files/Settings - )Sorry do not know the name of these new screens or locations)


P.S. The new post the referenced INDEXING....I looked at that post but unfortunately I have not idea what indexing is and how to resolve any problems with it
Can someone help me work through this or should I post a new thread

After looking at the screen shots in the referenced post. I just went to the search function again - I tried it clicking on COMPUTER and the SEARCH did work but it did indicate across the top that it might be slow because the INDEX is not running.

1. Why cant I click on LIBRARIES or MY DOCS and try to search
2. How do I turn on indexing or get it to run
