I just recently set up a Windows 8 laptop for a relative and at first, everything appeared to be blazing fast from start up, program launches, to shut down. But several weeks later I've come back to check on that laptop and it feels like it's running slower than it was.
Of course, the most logical thing is to consider what software has been installed. I did do a review of it and didn't find anything that I'd judge as contributing to the performance hit.
However, I did notice a rather HUGE number of Microsoft services in the list (italicized is running):
