I recently purchased new components for my computer. Everything seems to be working properly except for one issue. If I do a cold shutdown to my computer Windows 8 boots almost instantly. This is what I would expect from my build. If I do a restart from within Windows, it takes a much longer time to boot the system. I am attempting to figure out why this is occurring. I would like my reboot time and my cold boot time to be the same (like they should). Below explains a bit more about what I am trying to say.

I am currently running bios F12e. This issue also happened on F11. My operating system is Windows 8 (x64) and is installed in uefi mode. The only hard drive currently plugged in is the solid-state drive. I just re-installed the OS tonight so it is a BRAND NEW install. All of the drivers have been updated to the ones available on Gigabyte's website. All your help will be greatly appreciated, thanks!
That's because when you shutdown, you are not actually shutting down the computer, you are doing a Hybrid Shutdown". When you restart it does a full shutdown and reboot.
I really appreciate the replies! I did turn off "Fast Startup" and it now takes the same time to boot and reboot. So that DOES explain the cold boot vs the reboot. I do have another question. With the style of build I have I'm wondering if my boot time is typical of other users on here or if it seems slow. I don't have a ton of experience with ssd's but I feel like my boot time is slower than should be expected on my build.
It takes about 6-7 seconds to POST and about 16 seconds to load Windows. Total process took around 22-23 seconds. My room mates computer is running Windows 7 and the loading animation for Windows 7 doesn't even finish before the OS is loaded. I am told that Windows 8 should load faster especially when setup in UEFI mode. I know I'm complaining about 22 seconds but I just want to hear what other people have for times. Thanks!
Unfortunately, it's a catch 22 for the shut down time. When you restart, it of course shuts down first, then reboots.
Fast Startup requires hibernate to be enabled since fast startup is a "hybrid" shutdown. The downside is, that it takes a few seconds/moments for Windows to save what it needs to the hiberfil.sys file at shut down/restart before it actually does.
You could disable hibernate to speed up the shut down/restart time, but then you would lose the fast startup time.
Well I will mark this issue as solved. My final results of my build.
POST: 7.054 seconds
BOOT: 19.552 seconds
TOTAL BOOT: 26.606 seconds
These stats were taken using the reboot option and not shutdown. On a cold shutdown with Fast Startup enabled Windows will boot in about 8 seconds with 7.054 seconds of the 8 taken to post the computer. These results just go to show how neat the Fast Startup option is in Windows 8.
