How can you set windows to open in same size and location

I am using Windows 8 Pro 64 Bit. I would like to have IE10 and other windows open in the same position and size each time. The only options appear to be a scrunched down window or full screen. I notice if I close a program in full screen, it will open the next time in full screen.

If I do not have the program in full screen, but have adjusted size and position, it will open next time in the default size and location.

I have tried holding shift while resizing and then closing from the Red X.
I have tried holding ctl while resizing and then closing from the Rex X.
I have tried resizing and then holding shift while pressing the Red X and a second time using control while pressing the red x.

Nothing seems to work.

Any ideas?

Sometimes moving and sizing at the same time means it forgets what you want. Try moving, closing by using "File > Exit" instead of the X, re-open re-size without moving and doing "File > Exit" again. I've found that will sometimes fix that problem. Windows are supposed to re-open in the same spot and size as they were closed in, but sometimes they need help remembering....
