Ics hosted networkconnection issues from ios devices

Okay i have been searching for days for a solution to this problem, which is a good and bad thing because I have learned much, but still can not fix the issue at hand!
As the title states I AM HAVING ICS/ HOSTED NETWORK CONNECTION ISSUES. I have had this very issue on Windows 10, Windws 8 , and Windows 8.1 . I have had all three operating systems on the same laptop the last few days trying to get the ICs hosted network working properly on my laptop now. I am currently running 8.1 and have the hosted network up and running correctly for my other laptop . Works great for that, but every time I try and connect my iPhone, ipad or Roku streaming stick the hosted network immediately shuts down/ crashes or whatever it is properly called, loses internet access for the shared connection, and I have to restart the the laptop that is preforming the ICS. I just learned I may be able to avoid restarting the laptop by running the netsh wlan stop hostednetwork command but have not tried yet.
I would highly appreciate any help with this issue so I can hook my iphone, and ipad to the hosted network. Again i know how to allow, and start the ICS hosted network and it works perfectly with another laptop I have running Windows 10 but everytime i try and connect iphone, ipad or roku the hoted network immediately takes a dump on me. UPDATE: so I found a temporary work around , but I still would like help fixing the issue I started the thread for. But I wll explain the temp fix. I have the hosted network running on my original laptop, tat I can't connect iphone or ipad to, but my laptop with Windows 10 is running perfect connected to the ICs hosted network. So on my windows 10 PC that is conneted, I started a second hostedtwork through admin cmd prompt and tried the iphone by connecting to it , and wahlah it works fine. But the only thing that I see that I see as weird is that on this second hosted network it shows the status of IPV4 internet and IPV6 no internet, and the reason I say weird is when the status is this way on the first original hosted network, nothing will have internet access. I am by no means even a novice and have no clue what IPV4 or 6 means I just know what works when it says certain things. so please still would like help fixing the items I mentioned in the first post ... thank you again.
