Windows 8.1 Pro: "Limited" Connection Problem

I recently installed Windows 8.1 Pro on my laptop. I immediately starting seeing some issues Internet wise. Whenever I would have multiple tabs open, my connection would become "Limited". As you see, this would start to become a very annoying after time. Then recently I've been attempting to Skype with my friends while simultaneously playing games with them. Literally every 30 seconds it would become "Limited". I looked up a troubleshoot guide online and I followed it step by step but the last step instructed me to do something that my computer didn't have the option to do, I can't think of the exact step know. Usually is a bad Ethernet cord between the computer and Gateway, or bad wire from the jack to the Patch Panel. Could also be caused by the adapter going bad, bad driver, or a bad Gateway port. Too many variables.

I know for a fact it's not a problem on my Internet end because this never happened before I upgraded to 8.1. Also, is never happens to anyone else's computer or phone or tablet in my house, granted I'm the only one running 8.1.

I did not state that it is a problem with your ISP. Also why you mentioned about others in the house, which has nothing to do with this. Only concentrate on the problem at hand. As I stated before. There are too many variables to figure this out. That is why you are going to have to do it on your own. None of us have any form of access to your machine.

Can you post a screen capture of Device Manger with the Driver properties showing, sort of like this:

What OS was installed before you installed 8.1?
You could try the driver from the Realtek site, see if it helps: Realtek
