Limited Network Access, have tried everything

Hi,

This is the first time I'm writing on one of these forums.
I am trying to fix my professor's laptop, we're currently in Ethiopia and there's no geek squad around here. I like computers so I have been looking up methods to fix his issue but nothing has worked. I see a lot of people who have upgraded to windows 8 and especially 8.1, have this same issue but different techniques work on different manufacturers.

I tried everything that was relatively simple, as listed on this website: How to fix limited or no connectivity Wi-Fi issues in Windows 8 - fixedByVonnie

It's been doing this for the past 4 weeks. I got it to work very temporarily with these commands:
netsh int tcp set heuristics disabled netsh int tcp set global autotuninglevel=disabled netsh int tcp set global rss=enabled

but since that one time, it no longer works. After turning off blue tooth, the yellow triangle may disappear for 10 seconds but then it comes back.

I've tried upgrading the driver to an Acer one, but none of the 3 available will work.
The current driver that works is Qualcom Aeros and there is no older version of that driver that has worked.

I'm not a computer expert but I'll follow detailed instructions.
Here is a photo of the ipconfig, I had to take a photo with my phone because he can't send email at all.

I hope someone can help me! I can't believe Windows 8 is so ploblematic for so many people!!
