hi i want to know if it is possible to use my s4 (Samsung GT-9505) as a Bluetooth device and browse or explore it using Bluetooth i have a windows 8.1 HP laptop with Realtor Bluetooth adapter build in

It all depends on what specifically you are trying to do. You may want to check the Samsung forums in regard to that. Pretty much now days, people with Samsung devices are using them to control their Samsung Smart TV's.

Install an app called "ES File Explorer" from Google Play. It can connect to remote devices via Bluetooth and explore the file system.
