Certain Applications cannot access internet

Hello.

For reference, I have an HP Envy dv6 laptop with an Intel i7, and some NVidia card that I don't remember the name of. If you need any more specs, just ask and I'll find out.

A few weeks ago, certain applications decided they wanted to quit using the internet... It started with Chrome. I get the following error when I try to visit any webpage:

(I usually use imgur for things like this, but I've forgotten my login info, so I used this site I just found. Chrome stores this, but I obviously can't use Chrome.)

When I got the errors in Chrome, I downloaded FireFox to see if that'd work. Nope, same error as Chrome. At this point, Skype was still working. As a last resort, I tried IE, which works for some reason. I've been using it these past few weeks, since I haven't had time to work on fixing this issue because of Final Exams at school and such.

After attempting to get help via some of my friends on Skype, it stopped working out of the blue.

Installers that require internet access don't work either, they all usually give a similar error.

The only internet-enabled game I own, Minecraft, doesn't seem to connect to servers either.

Here's a list of things I've tried:

-Allowing the applications through Firewall. Every time I've gone to do so, the app is already allowed.

-Reinstalling

-Using the applications on networks different than my home network, and trying networks I've never connected to

-Forgetting networks I've connected to, and connecting again

-Screaming

-Reinstalling things again

-CCleaner stuff (like uninstalling, registry cleanup, etc)

-Scanning with my antivirus software (I have Norton, which sucks)

-Using Malwarebytes full scan that took like 3 hours to do

-Cleaning up things I don't need, and manually uninstalling things I don't need, or things I deemed suspicious

-Bootable AVG Antivirus through USB (wouldn't boot)

-Reinstalling again

And here we are at my (hopefully) final attempt, Tech Support Forums.

I'm at my end here, I have no idea what to do. I desperately need Skype for working, I'm sick and tired of using Skype mobile.

Any, and I mean ANY help would be appreciated greatly. I'm willing to do pretty much anything to get this working again, I've missed a ton of programming work I need to do because of this issue.
