I have disabled off line reading of NEWS app. Still news background task host runs and accesses internet and consumes bandwidth. How to stop news background task host consuming bandwidth.

Got to services(not the one in task manager but the one in control panel-Administrative tools) right click the service-go to properties and either pick Disable(not really recommended) or Manuel(better which will run it only when you click the icon. Also metro apps keep running in the background when you close it by clicking the red X(that only closes the window). To completely close an app grab the title bar(the top) and drag & drop it to the bottom, and it will kill the app until you re-click the icon.

Thanks for response. When I right click and access properties in control panel|Administrative tools|services, I get a dialog with four tabs. No where I found a way to put any thing manual or disable. ServiceProperties.PNG

I did that. I am seeing background task infrastructure service. Which is automatic. It says that it does as follows.
"Windows infrastructure service that controls which background tasks can run on the system."
Further how to stop that service only to my problem of news background task host using net?

background task infrastructure service is not the one.

To figure out what starts the offline news there are 4 ways:

Method 1:
To find out if
news background task host is associated with service use task manager, following example shows a service, so if in this case if I want to terminate the "Intel compatibility licence service" ( expand the view ) I'll do so in services, by stopping the service.:

Method 2:
It is possible to find your news app in task manager > start up:
Click on start up item and disable.

Method 3:
It' possible that offline news is set in Task scheduler:
Open task scheduler in Control Panel\System and Security\Administrative Tools
Expand task scheduler node like in image bellow, to stop an item, right click on it and stop it.

Method 4:
Still no luck?

Download Autoruns program from Microsoft technet sysinternals
Use this tool for detailed view of start up items and to disable them.

Hope that helps ;)

Thanks for detailed answer. First three cases I tried. No luck. I will try last case if I get the problem again.
Most probably, I was closing apps using x button. Now I closed the app by pulling down title bar as told by Cilff. Let me see if this repeats.

In Services, click on the General tab. That's where you can start and stop the service and change it's start up method to Disabled, Manual or Automatic.
