Unable to create homegroup

Whenever I try, an error pops up saying "Windows just detected an existing homegroup", while in Network & Sharing Center it still display "Homegroup: Ready to create".
I'm using Windows 8.1 up-to-date with Avast! Free.
My network is set to private.
"PeerNetworking" folder is empty.
2 homegroup services are running.

You can only have one homegroup per network, so if you leave the old homegroup from all the computers connected to the network, you should be able to create a new one, and join it with other computers.

I did, that's why it changed to "Homegroup: Ready to create". Also, I should mention that I also couldn't join an existing network, not just unable to create one.

Not sure if this'd help, but here's my IP configuration. I also flushed my DNS but it didn't have any effects on my situation.
