file and printer sharing turns itself on

hey eightforum, so file and printer sharing keeps turning itself on even though ive set it to not.

i got microsoft windows 8.1 and microsoft defender.
im not connected to a home network

FYI: In case someone has this problem....

Don't know specifically about file sharing setting .. To avoid intrusions, download the Zonealarm free firewall program, at www.zonealarm.com. you don't have to use their antivirus. I like/use Windows Defender.

Set application control | Current Settings to max control.

i dont want an third part firewall?

Apparently nobody else wants a third party firewall either. :) They mess with hackers plans.

BTW, Zonealarm has been 'round for 15yrs. Reliable.

Caveat: I'm not connected or affiliated with ZA in any way. I just like their firewall program.
