Can only connect to home wifi - no public/hotspot wifi

Hi there,

I have a new problem that has just cropped up today. I am no longer able to connect to public wifi or my phone's wireless hotspot. My laptop either will not connect or connect with limited access. It has connected without issue in the past and as soon as I returned home it connected to my wifi here.

What I did notice is I am connected to an unidentified network with no internet access in addition to my home wireless network:

Specs:
Acer Aspire S7 392
Windows 8.1 64 bit
Intel Dual Band Wireless 7260 (driver updated)
Disabled my firewall and antivirus

I just connected to my phone's hotspot again and here is what I am coming up with:

Any ideas what could be causing this?

What Internet Security software are you using? Are you using any third party software to manage network connections?

Only running Windows Firewall, which I deactivated when I thought it could be the cause.

I have previously used Unblock US to modify my DNS settings but it is not currently running nor has it been for a few months.

One system change I did make was updating my path variable to run a C compiler. Not sure if this would have any effect on my wireless or network security? But I do see a bunch of WiFi mumbo jumbo in there.

It's the only tinkering I've done since previously connecting to other wireless networks.
