Severe Internet Lag when streaming video

Using my laptop, on both Wifi and Ethernet, there is a severe lag when streaming videos. I have no problem streaming videos on my desktop so it's not my ISP. See attached picture of the Ethernet performance - are those jumps normal?

Is it possibly related to the fact that I'm always using 40% of my memory regardless of the open applications (memory leak?)? Or is this maybe a network card issue?

Any help is greatly appreciated.

The jumps looks normal to me since streaming isn't really constant network transfer but rather in bursts. When it's normally working, it'll receive more data before the playback reaches the end of the stream. If it keeps buffering, your internet bandwidth isn't enough for the streaming.

Does it stutter (choppy video playback) or just keeps buffering (loading video)?

Sorry, I should word it differently - the audio and video are way out of sync because of video is stuttering. When I start out it's fine for the first 20-30 seconds. By the end of a half hour show, the video is probably five minutes behind. It's not a bandwith thing, since I have never had any issues with my desktop lagging like this. I can switch the ethernet cable in between my laptop and desktop and see two totally different things. Laptop lags way behind, and the desktop has no issue whatsoever. This is a brand new laptop that has decent specs - i7 processor and 8 Gb ram.

I feel like something is up with the laptop, not sure where to begin though.

Post the CPU usage and frequency while viewing video playback. I have a feeling that you're CPU isn't running at normal frequency since I see that your CPU Is only at 770 MHz even though CPU usage is at 20% based on your task manager screenshot.

Make sure in Advanced power settings max CPU speed is not set to some low value, I have mine set to 100 for both battery and plugged in.

Also, streaming how, Flash maybe? Is it up to date?
