Wifi connectivity issue on Windows 8.1

Hello,
I bought a new laptop Toshiba Satellite Pro L850 with builtin Windows 8 64-bit, which I updated to Windows 8.1, It took me 3 days to install the 3.4gb update.
PROBLEM: I am getting the Wifi connectivity issue inform of very slow speed, frequent disconnection, limited connectivity.
Plz note: This issue was also happening when laptop was running on Windows 8.
The network adapter is Qualcomm Atheros AR946x
After reading some blogs/discussions I did some following changing to solve my wifi connectivity interruption.
1. I disabled Bluetooth Device from Device Manager under Network Adapters
2. Uninstall the Atheros adapter and re-installed the new software 10.0.0.288 Dated: 02/04/2014 from atheros website.
RESULT:
1. My laptop internet connectivity doesn't seems to be smooth.
2. My laptop does not connect to wifi when I go to another room, infact my mobile phone connected to wifi where my laptop don't. I also have my old laptop (acer) with me that I bought 3 years back and it's wifi is working perfect even in far distance.


Plz note: This issue was also happening when laptop was running on Windows 8.
I am not too much in windows programming. I am so much confused what to do to solve this matter. Your valuable suggestions are the only hope for me now.

Wondering if this problem still solved, I have exactly the same problem. Wondering ISP problem or my problem.
I have same network adapter, Qualcomm Atheros AR946x on my Acer laptop

When the internet speed is slow. I check the network and it somehow said connectivity issue with my modem, router etc... but they are just worked perfectly before.
