Using option #4 in the link that Brink has provided is the best method for fixing this problem.

Windows will see certain types networks and set them to public by default but this auto setting can be over ridden by going into the local security policy and change the settings per option #4.

Status of my PC network says " you are currently not connected to any networks". Even though I am connected to internet and doing all my work. I can not create any network or Home Group. Secondly in option 4 "Set Network to be Private or Public in Local Security Policy option" option 2, under (network list manager policy) I do not see 4th option i.e. network(name of my network) only first 3 options are available.
what to do?

I've seen this problem before. Windows just thinks you aren't connected so it won't allow the Homegroup connection.

Have you tried to reinstall the driver for this connection through device manager as this usually corrects the problem.
