I would start looking at a Firewall issue, why RDP is not working. Also check Services, to make sure that it is not disabled. Update KB2667402 was known to cause issues with RDP. See if this works http://dave.harris.uno/remote-desktop-gateway-after-windows-8-1-upgrade-no-longer-working/
You will find that there is a large group of us that do not believe in using RDP, because there are still unresolved issues with it, that Microsoft will never fix. That is why you find that there is a big push to use Teamviewer, which is a safer method of remote accessing a computer, then RDP.
As for your IT dept. having an issue with third party software. They need to look at it as a perspective, that Teamviewer is a safer method to work on users computers, then staying inside their box. Most people in IT dept's for companies, have never had any formal training, nor have ever thought about thinking outside the box, when it comes to making their infrastructure safer & more secure.
They usually will only believe what the likes of Microsoft will sell them, on what they only want their customers to know.
Before I retired from the State of Illinois. Our CMS agency, which handles all IT issues. Started to use Teamviewer as of 2012. All due to it was the safest way to securely access user desktops, to handle tickets on those desktops. The mgr in charge of that unit, has years of training, and is aware that RDP is an evil in its own. They are also pushing to move out of Windows, into Linux on all workstations, within the next two years.
