Solved Not getting my full Internet Speed

Firstly..I am new to this Forum so if I am making any mistake please ignore it..:)

Details: Windows 8 Pro, Internet connection using a USB modem , 3G connection

Now my problem is that i am not getting my full internet speed,like if my network meter shows my download speed as 1MBps in actual download like on IDM i will only get aprox 500-600KBps , and the worse part even with such speed my browsing speed is extremely slow it takes about 15-20 sec to load Google homepage.

Solution that i have tried:
1: Updated Windows
2: Driver Updated
3: Scanned with Norton Internet Security 2014 also checked after disabling Firewall and Real Time Protection
4: Scanned with Kaspersky Pure 3.0 also checked after disabling Firewall and Real Time Protection
5: Scanned with Windows Defender
6: Checked with No Internet Security Software installed
7: According to me there is no other problem with system being corrupt or anything like that

Any kind of help is appreciated..Thanx..!!

3G network providers usually do not guarantee full speed all the time because it depends of signal strength, and particular cell repeater as it works over mobile phone network.
Can you check if the connection is thru GSM or WDCMA or something like that ? There should be a setting in the modem software, probably under Tools/ Network settings. GSM is much slower then the rest of them.

Okk..firstly thanx for the reply and i know what you are talking about my internet mostly provides speed aprox 1MBps still leaving the issue you can check in the first pic that my network meter is showing download speed of 719KBps and my IDM and USB modem software showing speed in 400KBps range, and just 2 days back i was getting full 1.3Mbps download but still the surfing problem was there.On to your question my connection type is HSPA

Any chance there are other data transfers happening concurrently such as Windows updates or something like that?

The network meter is showing the total amount being transferred while the other is showing the rate for that particular transfer. If there are other transfers taking place in the background they could account for the difference.

    Retired in 2015 after working in the tech industry for 41 years. First 10 years as a Technician, the rest as a programmer/software engineer. After 1 year of retirement, I was bored so went back to work as a Robotic Process Automation Consultant. Retired for 3rd (and final) time in 2019.
I would think about the dual anti virus software's causing the problem. Generally speaking running two A/V with firewalls is a bad idea.

Both are famous for slowing down connection speeds but removing either one of them is up to you.

bro i am not using 2 different antivirus i only use Norton but i thought there may be some virus which Norton might not be able to detect so i removed it and installed Kaspersky scanned from it and removed then scanned using Windows Defender even tried turning Off the Windows Firewall still not success.

Another important factor to take in consideration, is the fact that most if not all 3G/4G LTE networks throttle your connection speeds. That's is, that the mobile provider purposefully reduces the connection speed after a certain amount of data download is met. Check with your mobile provider for such provisions/requirements.

By the way i think this may be amusing while i was installing Bitdefender it asked to download updates and i clicked Yes and the Download started with speed 1-1.3MBps and Bitdefender showed me a message saying you have a slow internet connection so this may take sometime and i was able to finish with my updates within 2-3min...lol

Interesting how installing Bit Defender another A/V software' magically fixed the problem. Some type of problem related to A/V software I guess.
