Want to connect a Win 8 pc to a Hotspot

I have a Hotspot that I use on my tablet or iPad when on the road. Curious if I can connect to my desktop pc when I have and outage on my cable internet. I would assume a wireless dongle would be needed and disconnect the pc from the local router. Does that sound workable?

If it's a wifi hotspot then just adding a wireless dongle would work , you would just need to connect to the wifi network and you will have internet access , as soon as your cable comes back , disconnect from the wifi source and the cable internet would then take over again.
