How To Keep Public Hotspots From Hi-Jacking Chrome's Tabs?

I'm not talking about being hacked. But everytime I quit the Chromium browser it saves my tabs. But if I connect to public wifi at a hotspot like McDonalds, the local university, coffee shops, etc, their connection always hijacks my tabs by redirecting me to a custom page that asks me to accept their terms and conditions. I dont have an issue with that, but it does mess up my tabs sometimes. any way to stop this? It's been annoying me for quite awhile and so I figured I'd ask.
