"Available Networks" Sidebar won't open! Help please!

A few times per day, my Internet connection will cut out (on the laptop, nothing else, the connection remains fine on other devices) and the "Available Networks" button in the bottom right will display it's "networks are available" (5 empty bars with a star on it) icon. When I try pressing the button to open the sidebar to reconnect to the network, nothing happens, the button simply doesn't respond in any way other than becoming highlighted by the cursor and looking like it's being pressed. I have tried troubleshooting with Windows Troubleshooter, and going into the list of available networks from the Settings menu. The only way of solving this problem at present is to restart the laptop. Any help would be greatly appreciated!
I am using a Toshiba Satellite P875-31p laptop that came with Windows 8, if that helps.
