It acts like it's changing resolution. Screen goes black and it comes back on still with the same resolution. The guy from Microsoft support said he has run across the problem and knew how to fix it but wouldn't tell me or do it without paying.

Well for starters it's obvious difference when using 1920x1080 all the time. Also if you use the tool Gyazo and highlight your whole screen it shows next to the cursor how many pixels are in the shot. And when I turn my TV on it says it's displaying at 1268x720. Then when I play a game it says...

Yes, forgot to mention I have updated my video card and I have restarted my PC and I have tried lowering and re putting it up but keeps topping out at 1268x720. Also thanks for the welcome.
