Correct. Although if you start messing with your Windows, you may run into situations when even running programs as administrator does not allow you to make certain changes. This applies to accessing folders and modifying registry keys protected by special system accounts, such as TrustedInstaller.
This is normal, because standard users don't have permissions to do that. Even if you have an administrative account, you work with standard user permissions unless you elevate them with the UAC prompt. You should be saving files in your profile. But if you insist on the root of the system...
jladwig's method is a good workaround. One thing to keep in mind is that some programs create their folders e.g. in My Documents. Therefore, files kept in these folders won't get synced.

Good for you, but it's not clear why you ignored the rest of my instructions. It's up to you, though, whether to use the workaround or just refresh/reinstall the OS or even send it back to HP, given other problems of which you informed us suddenly in a form of reminder O_o
Well, you may have faulty drivers or hardware. The easiest way to check is to do a clean install from original ISO, of course. If the problem persists, you've got hardware problems.
Otherwise:
1. Uninstall (not just disable) any security software + any other non-Microsoft software you find...
