Well I've previously tried to refresh my PC and didn't have any luck either. Might just break down and start fresh.
Also I only changed the owner so I'm not sure how everyone got permissions

UPDATE: It looks like the issue lies within the Software Protection service and it not wanting to start. I've gone and checked it's dependencies and they are all running. I opened task manager and went to the services tab, scrolled down to the Software Protection service and then tried to...
Still nothing. I couldn't remove the blob on read only without taking ownership first. So I did that then changed the blob and rebooted twice, didn't work. So I went through the steps again and after removing the blob I restored ownership back to trustedinstaller and still had no luck. :(
