I've had the same problem multiple times, with no apparent cause. Finally found a fix. It essentially uninstalls/reinstalls IE, thus fixing the broken link to the Metro tile. http://www.eightforums.com/tutorials/6632-windows-features-turn-off-windows-8-a.html
