It's true that the Microsoft Phonetic Keyboard (they call it a "mnemonic" keyboard) has a missing character (щ), rendering it pretty useless. Yesterday I was able to create a replacement using Microsoft Keyboard Layout Creator. I can make my Russian Phonetic Keyboard available. Does this forum...
