Hello, I am using Windows 8.1. I have added only two keyboard layouts English and Georgian, but Russian language automatically add in list, removing it is temporary and adds again after restart, How can I disable this? (I have set Russian language for Non-Unicode programs). Thanks.

Volume and/or Action Center sometimes are disabled and can't see their icons. I searched and found that ending explorer.exe task and running it again fixes it, but it was only temporary. Can you help me? Here, Volume is disabled, Action Center is enabled, sometimes both are disabled or enabled.
