I can think of many wild goose chases I could have solved just by turning the PC off for a few minutes, rather than doing restarts.
Some things just seem to stay locked in memory and keep giving you the same problem.
I guess the "Have you tried turning it off and on" advice really does...
OK. I think I found the culprit.
I reinstalled the OS and started installing my programs one by one until the issue appears.
After installing the software for my Leadtek DTV Card (WinFast PVR2), the issue appeared.
When I press "zero", I don't get a "0", and a window pops up (as pictured)...
Try this...
1. Run Command Prompt as an Administrator. (Type cmd in Windows 8 Metro UI (Start) and press ctrl+shift+enter)
2. Type the following and press Enter
reg.exe add "HKLM\System\CurrentControlSet\Services\atapi\Controller0" /f /v EnumDevice1 /t REG_DWORD /d 0x00000001
3.Reboot

Then...
Location of your program should hopefully be... C:\Program Files (x86)\Microsoft Office\Office14
Look for "OIS.EXE".

I don't think so, no.
The thumbnails are a single frame of the video, therefore they always of the same ratio as the video file.
This way you can see the aspect ratio of the video file, without having to right-click and check the details of each file.
It's "what you see is what you get".
I would recommend using the "sfc /scannow" command to see if it finds any corrupt files.
