I have noticed that the sound lower whenever i open a new tab in chrome

I have skype open all the time. and when i use that for calling i have everything else off except facebook.

So i have recently notice that my sound changes automatically randomly while watching netflix or a youtube video. Below is what my audio settings are and everything. I have no idea what else to change to fix this.
