Eureka!!!!!! I downloaded and used Tweaking.com windows repair and hey-presto I got my windows 8 task manager back. Thanks for all your suggestions. I hope this solution helps others with windows problems.

I am running Windows 8 64 bit but the task manager is the Windows 7 task manager. I have refreshed my installation and I have done a check disk. Consequently I cannot access the startup settings.:(
