I was still having issues with Apps and the desktop, so I decided to do a reset of the pc, wipes out the machine and takes hours t complete. But everything is working as it should now no issues. I have backups of my pc so deciding to wipe was not an issue.

Hold shift and restart get's you into the recovery options, from there I had the option to do a refresh or a re-install. That help me get back to a functioning machine. So far it's working out. Hope that helps.
