Ok, apparently after buying she got to download a tool called windowssetupbox.exe. She says it is windows 8.1 installer, so is everything normal? Can she download the full .iso file to install Windows 8.1? I need confirmation from someone who is familiar with the steps, this is all new to me...

Why do they say it is for Windows 7 users only if it's a full install? So you're saying she can go for it, and she will be able to have a clean install of Windows 8.1 64 bits on her new empty hard drive? No surprises?
